If you drag and drop a value from a second data set onto the report you get the error:

when the report contains multiple data sets field references outside of a data region must be contained within aggregate functions which specify a dataset scope

TLDR:
Update values from:

"=Fields!Total.Value"

To

"=First(Fields!Total.Value, "DataSet1")"

Example:

Im updating my Daily Instance Health Check Report to show how many errors occurred that day in the loading the policies.

I added a second data set with simple SELECT COUNT(*) FROM blabla.. And drag and drop the result into a text field. Like below:

If you right click and open the Expression you see:

Which looks good, but if you Preview you get the error

Solution:

To resolve the issue, go back into the Expression window and delete the text

"=Fields!Total.Value"

Open Datesets, you will then see 2 options in Items (select your new DataSet) and finally the value you want from “Values”

NOTICE that it updates the Value to add another comma followed by the name of the DataSet.

Now when you Preview you data is shown!
